Question
India has a long and troubled border with China and Pakistan fraught with contentious issues. Examine the conflicting issues and security challenges along the border. Also give out the development being undertaken in these areas under the Border Area Development Programme (BADP) and Border Infrastructure and Management (BIM) Scheme.
Model Answer

India shares extended and contested international land borders with Pakistan (3,323 km) along the west and China (3,488 km along the Line of Actual Control – LAC) across northern and eastern frontiers, presenting complex challenges for territorial defense and internal security.

Conflicting Issues and Security Challenges

1. Along the India-Pakistan Border

  • Unresolved Territorial Disputes: Disagreements over the status of Jammu & Kashmir, along with demarcation issues in Sir Creek and the Siachen Glacier.
  • Cross-Border Terrorism and Infiltration: Infiltration of armed terrorists across the Line of Control (LoC) supported by ceasefire violations and cross-border firing.
  • Emerging Drone-Based Smuggling: Use of commercial and tactical drones to smuggle weapons, ammunition, counterfeit currency, and narcotics across the Punjab and Rajasthan international borders.
  • Disruption to Border Communities: Cross-border shelling requires construction of underground bunkers and damages agricultural land along border fences.

2. Along the India-China Border (Line of Actual Control – LAC)

  • Undelimited Line of Actual Control: Ambiguities in perception regarding the exact alignment of the LAC contribute to periodic troop standoffs (e.g., the 2020 Galwan Valley clash in eastern Ladakh).
  • Chinese Infrastructure Development in Tibet: Construction of dual-use border villages (Xiaokang), highways, military airfields, and high-speed rail lines enhances troop mobilization speeds.
  • Vulnerability of the Siliguri Corridor: The narrow “Chicken’s Neck” corridor connecting mainland India to the Northeastern states presents a strategic geography requiring defensive depth.
  • Trans-Himalayan River Diversions: Upstream dam construction on the Yarlung Tsangpo (Brahmaputra) raises downstream water-security concerns during flash flood seasons.

Development Under Border Area Development Programme (BADP)

  • Community Welfare Focus: Implemented by the Ministry of Home Affairs across border villages, funding community infrastructure, rural schools, and primary clinics to improve living conditions.
  • Preventing Distress Migration: Constructing link roads, solar electrification, and community centers to incentivize local populations to remain in border regions as strategic partners for security forces.
  • Synergy with Vibrant Villages Programme (VVP): Prioritizes northern border settlements with tourism support, homestays, and round-the-year road access.

Development Under Border Infrastructure & Management (BIM) Scheme

  • All-Weather Strategic Border Roads and Bridges: Constructed by the Border Roads Organisation (BRO), including high-altitude roads (e.g., DS-DBO road in Ladakh) and all-weather tunnels (Atal Tunnel, Sela Tunnel, and upcoming Zojila Tunnel).
  • Smart Border Fencing (CIBMS): Deploys the Comprehensive Integrated Border Management System, integrating thermal cameras, subterranean sensors, radar chains, and laser barriers to secure riverine and terrain gaps.
  • Integrated Check Posts (ICPs): Modernizing border transit hubs (e.g., Attari, Moreh) with automated cargo scanners and digitized customs clearance facilities.
  • Helipads and Strategic Forward Airfields: Upgrading Advanced Landing Grounds (ALGs) across Arunachal Pradesh and Ladakh to support rapid logistics and troop transport.

Securing India’s borders requires combining military readiness along forward posts with socioeconomic development of border communities under BADP and BIM, ensuring national defense and local welfare.
