Question
Explain how narco-terrorism has emerged as a serious threat across the country. Suggest suitable measures to counter narco-terrorism.
Model Answer

Narco-terrorism describes the operational alliance between transnational illicit narcotics trafficking syndicates and armed terrorist organizations, where drug money finances arms procurement, operative recruitment, logistics, and insurgent networks. Situated between the world’s two largest illicit opium-producing zones—the Golden Crescent (Afghanistan-Pakistan-Iran) to the west and the Golden Triangle (Myanmar-Laos-Thailand) to the east—India faces significant internal security risks from this nexus.

Emergence of Narco-Terrorism as a Serious Threat

  • Geographical Vulnerability: Porous land borders and maritime coastlines along the western and northeastern frontiers facilitate transit of synthetic drugs and heroin, which finance insurgent operations.
  • Financing Proxy Warfare in Jammu & Kashmir: Pakistan-based terror outfits utilize cross-border drug smuggling to raise untraceable cash reserves for local recruitment, logistic safehouses, and funding sleeper modules.
  • Drone-Assisted Smuggling Across the Western Border: The deployment of commercial unmanned aerial vehicles (drones) to drop packets of weapons, ammunition, and heroin across the international border in Punjab has altered smuggling methods.
  • Insurgent Operations in the Northeast: In the Northeastern states, armed insurgent groups maintain routes across the Myanmar border to traffic methamphetamine (Yaba tablets) and heroin, financing weapons purchases.
  • Maritime Narco-Trafficking Routes: Exploitation of the Arabian Sea and the Andaman Sea trade lanes by transnational cartels to move large consignments of narcotics via fishing dhows.
  • Societal and Demographic Impact: High drug addiction rates in border districts undermine public health, family structures, and local economic productivity.

Suitable Measures to Counter Narco-Terrorism

  • 1. Strengthening Multi-Agency Coordination:
    • Operationalize the Narco-Coordination Centre (NCORD) and State Anti-Narcotics Task Forces (ANTFs) to ensure real-time intelligence exchange between the Narcotics Control Bureau (NCB), State Police, BSF, and Coast Guard.
  • 2. Technological Border Upgrades:
    • Deploy anti-drone jamming guns, tethered surveillance aerostats, and deep-sensing thermal radars under the Comprehensive Integrated Border Management System (CIBMS) along the Punjab and J&K frontiers.
  • 3. Financial Disruption and Asset Confiscation:
    • Invoke the Prevention of Money Laundering Act (PMLA) alongside the NDPS Act, 1985 to trace hawala networks, freeze financial assets, and confiscate properties owned by narco-syndicates.
  • 4. Fast-Track Judicial Prosecution:
    • Establish dedicated, fast-track special NDPS courts to resolve high-level trafficking cases promptly, strengthening legal deterrence.
  • 5. International and Regional Intelligence Sharing:
    • Deepen operational coordination with international agencies—including INTERPOL, the UNODC, and the US DEA—to disrupt maritime cartels and trace cross-border precursor chemicals.
  • 6. Demand Reduction and De-Addiction:
    • Expand de-addiction infrastructure under the Nasha Mukt Bharat Abhiyaan, providing medical rehabilitation and community counseling to support vulnerable youth.

Countering narco-terrorism requires pairing technological border defenses with financial investigations and public health interventions to dismantle illicit trafficking networks.
