Question
Discuss the geopolitical and geostrategic importance of Maldives for India with a focus on global trade and energy flows. Further also discuss how this relationship affects India’s maritime security and regional stability amidst international competition?
Model Answer

Located at the center of critical Indian Ocean shipping lanes, the Maldives is an essential maritime partner for India. Positioned near primary international Sea Lines of Communication (SLOCs), the archipelago is central to India’s “Neighbourhood First” policy and the overarching SAGAR (Security and Growth for All in the Region) vision.

Geopolitical and Geostrategic Importance of Maldives

  • Hub of Global Trade and Energy Corridors:
    • The Maldives sits alongside key maritime channels—most notably the Eight Degree Channel and Nine Degree Channel—connecting the Gulf of Aden and the Strait of Hormuz with the Strait of Malacca.
    • Nearly 70% of India’s crude oil imports and a substantial share of its foreign container trade transit these waterways, making Maldivian maritime stability central to national energy security.
  • Maritime Surveillance and Strategic Positioning:
    • The archipelago’s north-south spread of roughly 1,200 coral islands provides wide geographical surveillance over the central Indian Ocean.
    • India has supported coastal tracking through the Coastal Surveillance Radar System (CSRS), integrating Maldivian radars into India’s Coastal Radar Network to monitor maritime traffic.
  • Protection of the Blue Economy:
    • Collaborating on shared marine resources within overlapping Exclusive Economic Zones (EEZs), maritime search and rescue operations, and anti-smuggling patrols.

Impact on Maritime Security and Regional Stability Amidst Competition

  • 1. Countering Strategic Competition in the Indian Ocean:
    • The Indian Ocean has become a focal point of geopolitical competition, with foreign powers expanding infrastructure investments, port developments, and research vessel deployments across the region.
    • Constructive engagement with the Maldives ensures that regional ports and anchorages are not converted into hostile naval outposts.
  • 2. Bilateral Defense and Operational Interoperability:
    • Regular bilateral defense exercises, such as Exercise Ekuverin and Dosti (trilateral with Sri Lanka), strengthen joint tactical capacity against maritime threats.
    • India provides training support, patrol vessels, and medical evacuation aircraft to the Maldives National Defence Force (MNDF).
  • 3. Combating Non-State Threats (Piracy, Narcotics, Trafficking):
    • Joint coordinated patrols help deter piracy, maritime arms smuggling, and narcotics syndicates operating along the southern maritime route.
    • Intelligence-sharing partnerships help monitor transnational extremist networks and illicit maritime financing.
  • 4. Institutional Security Cooperation (Colombo Security Conclave):
    • The Maldives is a core member of the Colombo Security Conclave (CSC) alongside India, Sri Lanka, and Mauritius, creating an indigenous multilateral framework for regional maritime domain awareness.
  • 5. Infrastructure and Economic Engagement:
    • India finances major civilian infrastructure, including the Greater Malé Connectivity Project (GMCP), airport modernizations, and community development grants, establishing durable economic ties.
    • Introduction of UPI payment integration and regular bilateral currency swap arrangements helps stabilize the Maldivian economy during fiscal strains.

Way Forward

  • Anchor bilateral relations in shared economic development, climate change adaptation, and technical cooperation, respecting Maldivian sovereignty.
  • Strengthen regional consultations through the Indian Ocean Rim Association (IORA) to ensure the Indian Ocean remains an open, peaceful, and rules-based maritime space.

The Maldives is a cornerstone of India’s maritime neighborhood strategy. Maintaining stable defense, economic, and diplomatic partnerships is essential to safeguard shared sea lanes and preserve regional peace in the Indian Ocean.
