Question
What is oil pollution? What are its impacts on the marine ecosystem? In what way is oil pollution particularly harmful for a country like India?
Model Answer

Oil pollution is the contamination of marine and coastal environments by crude oil, refined petroleum products, or oily bilge water. It occurs through maritime tanker accidents, offshore drilling rig blowouts, pipeline ruptures, and intentional ballast discharges (e.g., the 2020 MV Wakashio spill in Mauritius).

Impacts of Oil Pollution on the Marine Ecosystem

  • 1. Destruction of Marine Biodiversity & Hypothermia:
    • Oil slicks coat the plumage of seabirds and the fur of marine mammals, breaking down natural water repellency and insulation, leading to hypothermia and drowning. Ingested oil causes liver, kidney, and digestive toxicity.
  • 2. Asphyxiation and Respiratory Damage in Marine Fauna:
    • Volatile hydrocarbons coat fish gills, impairing respiration, while polycyclic aromatic hydrocarbons (PAHs) cause reproductive mutations and embryonic mortality in fish stocks.
  • 3. Disruption of Primary Productivity and Food Chains:
    • Surface oil slicks block sunlight penetration, inhibiting photosynthesis by marine phytoplankton, the primary producers of the marine food web. Toxins bioaccumulate through trophic levels.
  • 4. Smothering of Sensitive Benthic Habitats:
    • Heavier oil fractions sink to the seabed, smothering benthic fauna, seagrass meadows, and shallow coral reef ecosystems.
  • 5. Long-Term Damage to Mangrove Forests:
    • Heavy oil coats the breathing aerial roots (pneumatophores) of mangrove trees, causing suffocation, localized die-offs, and accelerated shoreline erosion.

Why Oil Pollution is Particularly Harmful for India

  • Vast Coastline and Maritime Trade Exposure:
    • India possesses a 7,517 km coastline situated along major international tanker routes transiting between the Persian Gulf and East Asia via the Arabian Sea.
  • Concentration of Coastal Energy Infrastructure:
    • A high density of Single Point Moorings (SPMs), crude oil refineries, and offshore exploration platforms (e.g., Mumbai High) along the western and eastern coastlines elevates accidental spill risks.
  • Threat to Marine Fisheries and Artisanal Livelihoods:
    • Millions of artisanal fishermen depend on coastal fisheries for daily income and nutritional security. Oil spills cause fish mortality, contaminate seafood, and damage fishing nets and boat hulls.
  • Damage to Fragile Marine Biodiversity Hotspots:
    • India’s coastal zones support ecologically sensitive marine protected areas, including the Gulf of Mannar Biosphere Reserve, the coral reefs of the Lakshadweep and Andaman Islands, and the Sundarbans mangrove deltas.
  • Economic Repercussions on Coastal Tourism:
    • Beaches and recreational waterways in tourism-dependent states like Goa and Kerala face economic disruptions following tarball and oil-slick wash-ups.

Institutional Mitigation Framework

  • The Indian Coast Guard (ICG) functions as the designated Central Coordinating Authority under the National Oil Spill Disaster Contingency Plan (NOSDCP), maintaining pollution-response vessels and containment booms.
  • Deployment of biological remediation techniques, including oil-degrading bacterial consortia (e.g., Oilzapper developed by TERI), to clean shorelines without synthetic chemical dispersants.

Safeguarding India’s marine ecosystems requires combining port-state inspection controls with oil spill tracking and disaster containment infrastructure.
