Launched as the National Programme for Civil Services Capacity Building (NPCSCB), Mission Karmayogi shifts Indian bureaucracy from a traditional “Rule-based” compliance culture to a dynamic “Role-based” competency model. By combining professional competence with ethical public values (Karma Yoga), it prepares civil servants to deliver citizen-centric governance at the grassroots level.

How Mission Karmayogi Ensures High Standards of Conduct and Behaviour

  • Continuous Lifelong Learning via iGOT-Karmayogi Platform:
    • Replaces periodic classroom training with self-paced digital learning modules accessible to all tiers of public officials, from frontline staff to senior secretaries.
  • Competency-Driven Professional Framework (FRAC):
    • Uses the Framework for Roles, Activities, and Competencies to align civil servants’ skills with specific job requirements across behavioral, functional, and domain competencies.

    • Equips grassroots administrators with technical skills in using DBT portals, GIS mapping tools, and data analytics dashboards, reducing administrative delays in scheme delivery.
