Question
e-governance is not just about the routine application of digital technology in the service delivery process. It is as much about multifarious interactions for ensuring transparency and accountability. In this context evaluate the role of the ‘Interactive Service Model’ of e-governance.
Model Answer

E-governance extends beyond digitizing paper applications; it restructures the relationship between citizens and the state. The Interactive Service Model enables two-way communication between the administration and citizens, moving governance from one-directional information dissemination toward participatory decision-making, transparency, and institutional accountability.

Multifarious Interactions of E-Governance for Transparency & Accountability

  • Public Access to Open Administrative Data: The Open Government Data (OGD) Platform provides open-format datasets on budgetary allocations, demographic surveys, and public works, enabling research institutions and citizens to evaluate performance.
  • Real-Time Project and Fund Monitoring: Centralized platforms track project completions and welfare fund transfers, reducing administrative leakages (e.g., Public Financial Management System – PFMS tracking DBT payments).
  • Reducing Corruption via Transparent E-Procurement: Moving tender auctions and vendor selections to open platforms like the Government e-Marketplace (GeM) and MSTC portals minimizes informal collusion.
  • Institutionalizing Public Grievance Redressal: Dedicated digital channels, such as CPGRAMS and state portals, record citizen grievances with assigned tracking numbers, monitoring resolution times.
  • Digital Social Audits: Digital upload of worker muster rolls and geotagged worksite photographs under MGNREGA allows communities to verify project expenditures.

Evaluation of the ‘Interactive Service Model’ of E-Governance

1. Transformative Positive Impacts

  • Citizen-State Co-Creation & Feedback: Platforms like MyGov.in allow citizens to submit suggestions on draft policies, national curricula, and annual union budgets, supporting participatory governance.
  • Responsive Frontline Service Tracking: Systems like RailMadad allow passengers to register complaints during transit and track resolution in real time.
  • Service Personalization & Transparency: Unified platforms like the UMANG app consolidate central, state, and local services into a single interface with transaction logs.
  • Decentralized Service Access: The network of Common Service Centres (CSCs) allows rural citizens without personal computers to access digital services, apply for certificates, and use banking links.

2. Associated Challenges and Limitations

  • The Digital Divide: Unequal access to broadband and smartphones in rural and hilly regions limits the reach of interactive portals, risking the exclusion of disadvantaged groups.
  • Data Privacy and Surveillance Concerns: Large-scale collection of personal and biometric data across integrated databases requires strict purpose limitation safeguards under the Digital Personal Data Protection Act, 2023.
  • Technology Dependency and Automation Bias: Technical glitches, server down-times, or fingerprint matching failures can occasionally delay welfare service delivery.
  • Bureaucratic Inertia: Frontline departments sometimes treat digital complaints procedurally, closing tickets without resolving the underlying public grievance.

Way Forward

  • Expand high-speed rural connectivity through the BharatNet project to bridge the digital divide.
  • Incorporate voice-driven, regional-language AI interfaces (using Digital India Bhashini) to make interactive e-governance accessible to non-literate citizens.
  • Establish regular digital security audits and robust cyber defense protocols to protect citizen data.

The Interactive Service Model helps transition administration toward collaborative, transparent governance. Ensuring universal digital access and data privacy will determine whether e-governance delivers on its democratic promise.
