Examine the scope of the food processing industries in India. Elaborate the measures taken by the government in the food processing industries for generating employment opportunities.

Contributing approximately 8% to India’s Gross Value Added (GVA) in agriculture and 13% in manufacturing, the Food Processing Industry (FPI) links the agrarian economy with modern manufacturing, reducing farm wastage, enhancing shelf-life, and generating non-farm rural employment.

Scope of the Food Processing Industry in India

  • Abundant Agrarian Base: India ranks second globally in the production of fruits and vegetables (producing over 300 million tonnes annually) and is a leading producer of milk, cereals, pulses, and marine products, providing diverse raw material inputs.
  • Expanding Domestic Consumer Market: Urbanization, growing middle-class incomes, and rising demand for packaged, ready-to-eat, and nutritionally fortified foods expand domestic market opportunities.
  • Global Export Potential: Processed food’s share in India’s agricultural export basket grew from roughly 14% to 23.4% in 2023–24, with products reaching over 150 countries.
  • Under-Processed Opportunity: India currently processes only about 10% of its total agricultural output, indicating significant room for investment in value addition compared to countries like Malaysia (80%) and the US (65%).

Key Challenges Facing the Sector

  • Supply Chain and Cold Logistics Gaps: Post-harvest handling deficits cause fruit and vegetable losses estimated at 15–20% annually.
  • Refrigerated Transport Deficits: While stationary cold storages have grown, specialized reefer transport and packhouse integration remain limited.
  • Workforce Skill Deficits: Shortages of trained personnel in food testing, industrial hygiene, packaging, and cold-chain operations.

Government Measures for Employment Generation

  • Pradhan Mantri Kisan SAMPADA Yojana (PMKSY):
    • Funded 41 Mega Food Parks, 394 integrated cold chain projects, and 75 agro-processing clusters, establishing shared infrastructure that supports direct and indirect rural employment.
  • PM Formalisation of Micro Food Processing Enterprises (PMFME):
    • Provides credit-linked capital subsidies to help informal micro-processors, women’s Self-Help Groups (SHGs), and Farmer Producer Organisations formalize and scale their operations.
  • Production-Linked Incentive Scheme for Food Processing (PLISFPI):
    • Approved 171 food processing companies across ready-to-cook, dairy, marine, and organic segments, generating over 2.89 lakh manufacturing jobs.
  • One District One Product (ODOP) Strategy:
    • Identified unique agri-food products across 713 districts, supporting specialized processing, packaging, branding, and local employment creation.
  • Priority Sector Lending and Infrastructure Funds:
    • Categorized designated food and agro-processing units under Priority Sector Lending (PSL) and utilized the Agriculture Infrastructure Fund (AIF) for commercial cold-chain investments.

Modernizing the food processing sector converts agricultural produce into higher farmer incomes and formal employment. Prioritizing cold-chain logistics and decentralized food parks helps balance rural livelihoods with industrial growth.
