Explain the term social capital. How does it enhance good governance?

As conceptualized by sociologists like Robert Putnam and James Coleman, Social Capital refers to the features of social organization—such as interpersonal trust, mutual reciprocity, shared social norms, and civic networks—that facilitate collective cooperation for mutual benefit. Unlike physical or human capital, social capital resides in the relationships among citizens, functioning as the social glue of democratic societies.

Forms of Social Capital

  • Bonding Social Capital: Close ties within homogeneous groups (families, immediate kinship, close-knit communities) providing emotional and domestic solidarity.
  • Bridging Social Capital: Ties across diverse social cleavages (cross-caste, inter-religious, inter-class professional associations) fostering broader social cohesion and democratic empathy.
  • Linking Social Capital: Vertical ties connecting citizens with individuals in positions of public authority or state institutions.

How Social Capital Enhances Good Governance

  • 1. Enhancing Civic Participation & Deliberative Democracy:
    • High social capital encourages citizens to organize voluntarily, vote conscientiously, attend Gram Sabha meetings, and participate in social audits, ensuring government policies reflect citizen demands.
  • 2. Fostering Voluntary Compliance & Lowering Enforcement Costs:
    • When trust in fellow citizens and public institutions is high, communities demonstrate higher voluntary compliance with tax laws, civic hygiene regulations, and building bylaws, reducing the state’s policing overhead.
  • 3. Strengthening Public Accountability & Checking Power:
    • Active civic networks, resident welfare associations (RWAs), and community organizations hold elected representatives and public servants accountable, preventing corruption and administrative complacency.
  • 4. Facilitating Efficient Public Information Flows:
    • Cooperative social networks accelerate the dissemination of public health information, agricultural advice, and emergency disaster alerts, enhancing crisis resilience.
  • 5. Enabling Decentralized Co-Production of Public Services:
    • Effective community networks partner with the state to manage common property resources (e.g., Water User Associations managing irrigation canals, Self-Help Groups managing local PDS distribution).
  • 6. Promoting Social Harmony and Conflict Mitigation:
