Question
Give out the major sources of terror funding in India and efforts being made to curtail these sources. In the light of this, also discuss the aim and objective of the ‘No Money for Terror [NMFT]’ Conference recently held at New Delhi in November 2022.

Financing is the lifeblood of transnational terrorism, funding arms procurement, safehouse rentals, operative salaries, and logistical networks. Depriving terrorist organizations of financial access is a core pillar of counter-terrorism doctrine, reinforced by multilateral initiatives like the “No Money for Terror” (NMFT) conference hosted in New Delhi.

Major Sources of Terror Funding in India

Government Measures to Curtail Terror Financing

  • Strengthening Statutory Frameworks: Amended the Unlawful Activities (Prevention) Act (UAPA) to designate individual terrorists and empower the NIA to seize properties acquired through terror proceeds.
  • Strict Enforcement of the PMLA: Financial Intelligence Unit-India (FIU-IND) monitors Suspicious Transaction Reports (STRs) from commercial banks to detect money laundering patterns.
  • Regulating Foreign Contributions (FCRA): Reformed the Foreign Contribution (Regulation) Act to require biometric identification of NGO trustees and mandatory accounts at SBI New Delhi to prevent the diversion of foreign donations.
  • Specialized Investigation Cells: The NIA operates the Terror Funding and Fake Currency (TFFC) Cell, conducting coordinated raids to disrupt financial networks.

Aims and Objectives of the NMFT Conference (New Delhi, November 2022)
