In India’s remote forested regions—such as Abujmarh and Dandakaranya—the digital divide is not about slow internet; it is about complete informational isolation. These areas remain outside the reach of fibre networks, mobile data, and mainstream media, creating what can be termed “media-dark zones.” In such spaces, governance communication weakens, grievances go unheard, and extremist narratives find fertile ground.

Yet, innovation has emerged not from advanced infrastructure but from adaptive human behaviour. What tribal communities built using basic mobile phones and Bluetooth technology offers a powerful lesson in offline-first governance and decentralised communication.


The ‘Bultoo Class’: Owning Devices Without Networks

The term “Bultoo” is a local adaptation of Bluetooth. Long before policy planners noticed it, tribal youth were already exchanging audio, images, and videos phone-to-phone in areas with zero signal. This behavioural pattern revealed a new digital category:
people who own handsets but are denied networks.

Journalist Shubhranshu Choudhary, founder of CGNet Swara, recognised that this informal practice could be scaled into a communication system. Thus emerged the idea of the “Bultoo Class”—a decentralised, peer-to-peer information network powered entirely by human movement.


From Broadcasting to Narrow-Casting

Conventional governance communication relies on centralised broadcasting—radio, TV, internet portals. These fail where language, signal, and trust barriers exist.

The Bultoo model instead adopts “narrow-casting”:

  • Content is local
  • Language is dialect-specific
  • Distribution is peer-driven, not platform-driven

Audio messages—news, entitlements, grievances—are recorded via IVR when signal is available, moderated centrally, and then physically carried and shared via Bluetooth across villages. Weekly markets (haats) and village representatives act as distribution nodes.

This converts human mobility into a data transport layer.


Why Bluetooth Works Where the Internet Fails

  • Zero Cost – no data packs, no call charges
  • Asynchronous Transfer – no need for real-time connectivity
  • Decentralisation – no towers, no central failure points

In governance terms, this represents a shift from infrastructure-heavy digital inclusion to behaviour-aligned digital access.


Governance Outcomes: Voice, Not Virality

The Bultoo system functions as a local “Voicebook”, enabling:

  • Reporting of non-functional handpumps
  • Highlighting delayed NREGA payments
  • Documenting land displacement and forest rights violations

Crucially, grievances reach district administrations without intermediaries or urban media filters. This lowers alienation and provides a democratic alternative to extremist mobilisation in conflict-affected regions.


Cultural Preservation Through Technology

Beyond governance, narrow-casting has enabled the preservation of endangered tribal languages such as Gondi, Dorla, and Pahadi Korwa. Oral histories, medicinal knowledge, and agricultural practices are recorded and shared in native dialects.

This is significant because information uptake improves when delivered in cultural context, something mainstream national broadcasting often fails to achieve.


Administrative Significance

The model has drawn attention at the highest levels of government, not as a media experiment but as a low-cost governance tool. It demonstrates that:

  • Last-mile communication does not always require last-mile infrastructure
  • Gram Panchayats can function as offline digital hubs
  • Youth can be transformed from passive recipients into information intermediaries

Why This Matters for India’s Digital Strategy

As India debates 5G, satellite internet, and AI governance, the Bultoo model offers a counter-lesson: technology succeeds only when it aligns with existing social behaviour.

In regions where connectivity is politically, geographically, or economically constrained, offline-first, human-centric networks may outperform advanced but exclusionary systems.


Conclusion

The Bultoo experiment reframes connectivity as a social process rather than a technological product. By leveraging Bluetooth, local languages, and community trust, India’s most isolated citizens have built a resilient communication system without towers, apps, or data plans.

The Bultoo model demonstrates that effective digital inclusion does not always begin with infrastructure. In regions where connectivity is absent, governance outcomes improve when communication systems align with existing social practices rather than forcing high-cost technological solutions.
